Cleats or turf shoes?

I don't really get the difference between the two. I play soccer casually with friends and wondered if I should get indoor or outdoor shoes.

P.S. What should I get? Tiempos, Predators, T90s, Mercurials, etc.
Also, it is bad to be using cleats on concrete?
