Classical Cartoon Help.

First thing first, I'm new here. This is my first post, so go easy on me.

I'm looking for one cartoon I've seen a long time ago and I need your help to finding it.

I've seen the cartoon around 1989 - 1992 (Could be older. But, that's the year when I first saw it).
Here's the detail of what I can remember.

It's kinda like a random cartoon. (Tex Avery style like House of tomorrow)
One of the scene I can remember is, Policeman pointing cars to drive off a cliff.
Another scene is: a very slim girl gets pumped up by a guy with air (Like a Doll)
and the girl starts to move and she starts to dress up. She then walks on stage and she walks towards a chair where there's a nail on it. She then sits on the nail resulting in her skirt to blow up into pieces. (She didn't blew up. Just the skirt.)

Please, help me find the cartoon. If you know the name, tell me.

I can't think of any Tex Avery style toons from the area you're talking about.

80s and 90s are pretty complete on there, anything above or below those time frames are work in progress.

The only thing it sounds remotely like is Police Academy or maybe Bonkers but neither of those series are in the animation style you described.
 
Thanks. But, as I said. It could be older than from when I saw it. Could be 60's or 70's era. Oh, and how does that google sheet works? I'm a bit confused.
