Civilization graphics question?

I loaded the game Civilization IV on my PC desktop with the low video game graphics setting. I tried the graphics setting on low/medium/high but all the terrain seems to be white? The units and such look regular but the terrain and water look black.

Is this normal or is my graphics card too low?

And help or suggestions would be great.
