Civil Subpoena, is it necessary?

I want to find out which the local news station local station may have featured my grandfather in the 1960s. He died fourteen years before I was born and I never met him or heard his voice. I've seen him in only a few pictures. I would love to see the footage if it exists, but after contacting local news networks two told me I would have to subpoena them to get the footage (though I would be happy if they would just let me look it without owning it or taking it home). One of the station ran a story a few years back about how they were preserving their old footage, but apparently it's only for them to see and us they pick and choose what old stories they want to air. I would really love if they had a database so I could verify without going through all the red tape, 'cause if I had the money I'd definitely get a lawyer and a subpoena to have a piece of family history.
