cis vouchers uk.if she omits one of her vouchers will the inland revenue know?

my friend is thinking of leaving out a cis voucher to reduce her earnings,wont it automatically show up as wrong at the inland revenue. i told her every voucher is checked and they will know,although i dont know if thats true
