Chrysler LHS heater/ac won't stay on when car is on?

The LHS 95-96 model heater/AC won't stay on. It'll come on when the car first starts but within two minutes there's a winding sound and the digital display and lights shut off for the rest of the day. For some odd reason when the battery was taken out and connected again, the heater and AC actually came on and stayed on the whole time driving. But later on, it usually when the car is started again, comes on and then have the winding sound resulting in it shutting off again.

What could be causing this sometimes working and sometimes not working issue?
