Child support, can the other state (where order is established) file contempt

charges w/out my permission? I've got a question..

well I haven't received any child support since last year and the father of my children has paid child support for a total of 4-5 times since the order has been filed (late 2008). He doesn't call, send anything, attempt to make contact, want any say in the child custody cases, etc.

Well I have been contacting the child support office almost every week for the last 3-4 months on what's happening. Because the child support office in the state he lives in said he hasn't been paying because they cannot locate him. Just received a message back from the child support office here and they told me that they have located him and will file contempt charges.

Can they do that without asking me first? I thought I had to make the request first.

Can they do that for me? I thought I had to request it. I never told the office I was definitely going to file contempt charges, but I said I would consider it since he seems to be dodging his obligations. (thoughts to myself).

What do you think?
