chevy lumina car 3.1L , about the radiator.?

I just had a new radiator installed. The mechanic said that it had a few more 'cores' in it than the original one had, which would make it a bit better and stronger than my original. Since my car was serviced, I noticed that the two radiator fans don't spin when the engine is cool, and I mentioned it to the mechanic and he said that only 1 fan will spin at first but as the engine gets hotter, both fans will spin. I don't remember any of the fans being null before my service. Is this correct? Could they have readjusted some electrical?
 
One of the fans should spin when the air conditioning compressor is operating. The other fan is energized only when the engine coolant has has exceeded normal operating temperature (over 200 degrees).
If the engine is cool and the AC is turned off, neither fan should run.
