Chevy camaro for 1400?

I am looking at a 1995 chevy camaro for sale i can get for 1400. The car has a little body damage. Dents on the rear quarter panel. and seems scratched up on the upper bumper. It has t tops. It has 190,000 miles. Would it be a god idea to buy it and fix it up? I have a 2400 budget
