chevy 350 idles rough?

its got good top end but idling in or out of gear is really rough. the vacuum line on the rear end of the intake manifold is not hooked up to the brake booster, when i plug it into the brake booster it runs rough and eventually dies. any ideas? even when that line is out of the brake booster and i plug it, the truck dies. so i dont think its the booster because the booster was fine before i put the new engine in it. maybe it is though i dont know. also there is a small exhaust leak ( really small ) i dont know if that has anything to do with it.
 
without the vacuum line hooked up you are creating a vacuum leak which will cause the motor to suck more air and idle high make sure all the vacuum lines are properly hooked up and the timing is set properly then make your idle adjustments from there use a can of starting fluid and spray small squirts at the base of the carb at each vacuum line to see if it idles up if it does then that part is leaking use only small squirts so you can pinpoint the problem you can also spray around the booster if needed good luck
