Chevrolet NP205 Transfer Case Lo Range?

I have the chevy np 205 t case with a 4 spd tranny i can get it hi range 4wd but it acts like it is hitting somthing and not letting the lever go all the way forwerd to go into low rang any idea how the linkage ?
Yes i am putting the truck in neutral
 
when going to low you will have to put the truck in neutral then shift to low range are you doing that?
