Chemistry simple questions urgent!?

1. When they say that a compound is copper (II) oxide, then what does the (II) stand for?
2. When you are asked to construct your own chemical equation for certain substances they give you in words (e.g. copper sulphate reacts with calcium phosphate to produce water and ....), is is it easier to just memorize the chemical formula of the substances or refer to the periodic table and find out how many valence electrons each element has and find out how many of each are needed to make the compound neutral? (e.g Ca3P2)??

I'm really so confused and my exam's tomorrow.
