Check Engine Light is on. 96 Honda Accord w/almost 200k miles. What's the deal?

My Check Engine Light is on and I can't pass state (NJ) inspection like this. My mechanic wants to charge me $400 to fix it (he explained what it was....but it went over my head...something to do with emissions). He said, even if he fixes it, it could come on again for another reason.
