Cheapest UMTS 2100 phone

I need to find the cheapest new, unlocked, GSM + UMTS 2100 phone. Must have at least GSM 900/1800/1900. 850 would be nice, but certainly not required.

I prefer Nokia, but I don't really care right now. I just need something cheap. This will be a spare phone for the family that we'd use if we travel to Japan or if someone's phone breaks.

Let's hear the suggestions!
 
It's not new, but the Motorola v3x is pretty cheap these days, and has WCDMA 2100. Supposedly works in Japan, if your provider partners with Softbank (used to be Vodafone).

I haven't tested personally yet, but I read somewhere that it does work.

By 'new', I didn't mean something that is new to the market, but rather a handset that isn't used. I just want something relatively inexpensive that will last us several years.

at&t says I can also roam with NTT DoCoMo.
 
How about an unlocked Japanese phone? If you're going for something cheap, a Sharp 703 should be able to be had for below $200 (although I don't live in America anymore- that might not be true anymore).
