Cheapest hand held device with Wi-Fi "Piggybacking" and internet browsing?

I'm basically looking for the cheapest device I can find that is basically a internet browser and can "Piggyback" (But not specifically for "stealing" internet, for my own wifi), meaning NOT like a cell phone where you pay a monthly fee for it. For example the PSP. I loved it, but it needed a keyboard, and the new PSP go is a bit too spendy for just the internet capabilities..
