Charge light on my 84 Toyota pickup?

I have an 84 Toyota pickup 4x4 with a 22r carbed etc and when I turn it on there's a charge light that comes on and doesn't go away until I rev it above 3k RPM. Iv'e replaced the alternator and the voltage regulator....any idea what I can do to prevent this?

have the alternator tested it could be defective.
