Changing from Optus to Vodafone, when and how does the last bill count?

I am planning to change from optus to vodafone/crazy johns due to most of my friends using that. I signed a nokia E71 postpaid plan which will end on 12th March, however my bill issue date is on 13th March. Can I know which date should I change the provider without having to pay cancellation fees IF I would like to keep the same number?
