Changing a speedometer and welding handles on a Dodge Omni?

I found a 1988 Dodge Omni for sale and I may want to buy it, however the seller said the speedometer isn't working and 3 of the door handles are broken (however the seller still has them). Any idea on how much it would cost to fix these two problems? (I live in Canada).
 
You can't weld the handles if they are metal, since they are cast, pot metal crap.
