changed fuel filter on a 1987 buick park ave still acts like it missing when gas low

could it be the pump? cause i her like a whining noise when tank low and if the fuel pump was bad car would just not run right? need some help
 
Your fuel pump may be sucking in air when the fuel level gets to low. Fill tank and see how much of a difference it makes. If your car runs, the fuel pump is working, sounds like some component in the fuel pump assembly may be bad.
