CGI, Special effects on home video software?

I want to find a software that can do CGI or Special Effects, i mean green screen, light sabers, add a white blury fade on teh screen we can call "Heaven" comming to get the dead guy. any software you know of that can do more then transitions and regular effects (IE. Black and white, blur, flip etc.)
