Cervical/thoracic strain...should I be in this much pain?

I was injured at work, I was being handed down a bike from a scissor lift, he dropped it into my arms and I've been in pain ever since. I had an MRI they said it was normal, only showed a "cervical strain" and "mild decreased lordosis." I'm not understanding how they are acting like this is a mild injury, or it should be healed by now, when I am in so much pain. My neck/ upper spine/shoulder area's are in constant throbbing/shooting/tight pain. I feel like I am being shoved off because of the "expected healing time," and not being taken seriously. I have been through 18 visits of physical therapy, the physical therapist said that my neck muscles are the tightest she has ever felt so that has to say something? I'm not sure what to do next, or the next path I can try? They tried to get a pain management consultation approved, it was denied, physical therapy was denied, (which isn't really helping anyways) and the next step they are going to try is trigger point injections. If there is any advice on what I can do next, or how to handle this situation. Could there be a deeper underlying problem they are missing, or a way to find out how to solve the root of this pain? Any advice would be GREATLY appreciated! Thanks.
