I should verify something. In the Netherlands you're not allowed to buy booze and smoke untill 16, but you are allowed to drink and smoke from whatever age you are.
Over here lots of kids from about 12 smoke. Drinking usually only at party's and in a home kinda setting till 16-17. Smoking is done openly.

This hatred upon other people has been around for quite sometime, even I had been jumped, just for coming out of football practice, I had my training pants and practice jersey over my shoulder, they thought I was a apart of something so they beat me down with some wooden objects, my legs weren't really that messed up due to the padding I had, although my face was pretty fucked up though.
