Cat. converter on 2003 Buick?

My dad has replaced the converter on his car like 5 times now. He lives in GA. and it will not pass the emissions test. Just kind of wondering why it would go bad so often. He is using GM parts. He has had to replace several sensors and nothing seems to work. Anyone have a theory or a logical answer for this problem. There has been two on just this year.
 
have the convertor checked. they can check exhaust in front of and behind cat. to check its operation
