carb problems on 1979 yamaha enticer 300?

im having a hard time starting it, only way to start it is to blow into the float overflow tube to keep it running. After a few times of doing this and playing with the throttle seems to run ok. Ive cleaned the carb three times, and still acts the same. Is it either the needle valve or jets or something else?! The carb is a cable operated choke and its a mikuni.
 
cleaning the carb is a meticulous job, u must dip the carb for at least an hour, then clean the dip off, then with compressed air blow all passageways... clean the carb again. i have had to do this many times and if u dont get it the first time u will eventually get the cloggd air passage uncloggd. good luck :-)
