CAR TITLE IN NEW YORK OR NEW JERSEY, HOW LONG DOES IT TAKE?

Hey, I will sell my 2000 Jetta but I dont have a title, just the bill of sale. I want to get a title before selling it. We at home have driver's licenses from new York and New Jersey.. Any State is more convenient than the other? How long does it take? Why is so important to have a title? jeje Im new at this.
