car strobe lights question plz help?

i want to add strobe lights to my car like the kind in the back of the car at the back windshield or say at the head lights or tail lights, is this illegal in the new york city regionn if not what color can it be, where can it be, what is the limit for it to be legal? its a silly question but please helpp?
 
Unless it was for an emergency vehicle, it would be completely illegal to put on your car, except for off-road (i.e. car show) use.

Taken from NY laws:
1. No light, other than a white light, and no revolving, rotating, flashing, oscillating or constantly moving white light shall be affixed to, or displayed on any vehicle except as prescribed herein.
