Car sale question - is this dodgy?

My friend called a garage yesterday about a car she liked. The said it was in stock and she went over to the garage. They told her then the car had been sold and persuaded her to put a deposit on another car. The guy didn’t let her test drive the car but said she could when she comes to collect it. There were a few rust patches on the car and a small dent and he said he would fix this before she collected.

When she got home she tried to show the car to someone on the internet and found that it was advertised under 2 other prices (both lower than what she is paying) on different sites. When she contacted the garage they said this was because the lowest price (£600 cheaper than what she’s paying) is without the work being done and that if she wants the rust etc sorting she has to pay the arranged price. He said she was being difficult and he had done nothing wrong. He then went on to say he’d sold 4 more cars that day even though earlier he’d said he only had one more appointment. He said he would only take payment in cash as his phone line and broadband wasn’t working as they had just moved and so he couldn’t accept cash payments. She offered a bankers cheque but he refused that as well.

She asked if she could have the deposit back if she changed her mind and he said he would only issue her with a credit note. He also said that he would fill the car with petrol and pay the road tax for her. However – this doesn’t equal the £600 he’s charging her!

I think she should run for the hills and not touch it – what do you think? And who can I contact to offer her good advice so that she listens?!
