Car Help. Power steering went out.?

when driving home today the power steering suddenly went out accompanied by a very loud ThumpThumpThump and some smoke from under the hood. i believe it's a 1994. when looking at the engine on the top left corner beside where you put the power steering fluid there is a place that looks like it should have a belt on it. is it suposed to? and if so what is the name of that belt?
