car help, please!!!!!!!!!!!!?

So, I asked a question about my transmission the other day. I have a 95 Plymouth Neon. I had thought the transmission went out because when I started my car the other morning and put it in reverse it wouldn't move. Also it wont move in neutral and drive. Even if I push it, it is stuck. So I had my dad take a look at it and the tranny isn't leaking any oil, and the previous owner said it was a rebuilt transmission. Anyways, a car's gear shift shouldn't move back and forth when the car isn't on. All I have to do is turn the key over to acc position and the gear shift moves easily. I don't even need to have my foot on the break. Correct me if I am wrong but I am pretty sure the car should be running in order for the gear shift to move. So, my dad thinks the cable broke/rusted because the gear shift just feels like it has no connection what so ever. We took apart the plastic covering that goes over the gear shift so we now just need to know how to remove the cable. Does anyone know how to do this or do I absolutely have to have a mechanic do it. They are just so expensive and with the way my car is stuck in my driveway I don't think they can tow it away with out ruining it. I don't want to junk my car all because of this. I know it can be fixed but I am not sure how...any help would be great, thanks :)
