car help please- something slowing down car?

when my car is in neutral and i am not applying brakes, something is slowing down the car at a rate much faster than normal, also after i noticed this and stopped the car there was a "hot" smell, i have not been able to investigate this but think it may be the emergency brake, or possibly a wheel bearing, any input is appreciated, thanks
 
the simple answer is that you have a seized caliper, or or brake cylinder. it's definitely not something that you should let go, as I, just this past weekend had my brake lining catch fire due to the same problem. trust me, the cost to fix it now is cheaper than the cost to let it go. I would be very surprised if it was any thing else
