Car brake lights don't work when the lights are turned on, but work when the lights

are off, how do I fix it? I drive a 2004 nissan altma, when i press the brake the back brake lights don't turn on if the car lights are on, but when the car ligths are off the brake lights turn on when i press the brake. I don't understand why, nor do I understand how to fix it?
 
Has somebody done some wiring under the dash - or installed a radio or anything ?
