Car backed into a parked car, slightly scratched: Have to pay for whole paint job?

I'm asking this for my friend because I'm also curious about this. He was backing up in a parking lot that had no lighting in the area and it was dark. He accidently bumped (lightly) a parked car. He we
nt inside and informed the person who it belonged to. The person came out and there was literally one scratch on the car. They got the insurance info, but they said their whole car would have to be repainted because of it and that it was a custom color. The car is at least 12 years old, but the paint job is only a few years old and honestly still looks pretty good. If it is taken in and determined that there is no physical damage other than the minor scratch (you have to kneel downa nd look hard to see it) would the insurance really have to pay for the whole car to be repainted in a custom color which they said was going to be $2,500. (the person said this not a repair tech.)
