Car accident, uninsured, fault not determined, collections?

Received a notice from a collection agency to collect what was said to be paid out to the insurance co. insured persons from an accident that took place back in early 2008. This was a situation where a car stopped infront of me on a small two lane road with no one else around. Everyone seemed fine, damage was only to rear of other vehicle, almost none to mine.
I was driving a new (to me) and 2 weeks prior my daughter went and faxed a request to my insurance co to add it on. (Ihad insurance on 2 other vehicles,) So I figured the new card was in the mail, and made the mistake of not calling to verify. Needed that car for a quick trip, unfortunatly.
I called police out to the scene- other driver did not speak English. Other driver did have her husband come from other location to give info. Officers took measurements (my brakes locked bad, and there was quite a bit of skid) They asked questions, no citations were given.
The others insured called me, as my ins. co was denying the claim. I told him I would get an attorney if I needed one, and that I did not feel it was my fault alone. I would take care of what was found to be my resposibility. He said it may be as much as 6 months, and told me he would be in touch.
I was never contacted again, in any way, by anyone., nor was I ever told I owed anything to anyone, Now, 21/2 years later, I received this generic looking letter wanting me to call them to set up payments. It looks as though the ins. co sold this to collections thinking it is not worth there time to go after me.
How can I be sent to collections for something I never was billed for or agreed to?
