Car A/C problem?

My 1996 Ford Contour is having A/C problems, the air is not cold, it is slightly cooler than the outside air but only slightly. I started it up and checked the gas level, it was fine but it was going back and forth between 30 psi (full charge) and 100 psi (danger) what would cause these pressure fluctuations?
 
There may be an obstruction in the line, or a clogged filter. You can have an a/c performance test done at any autorepair place for about $40+/-.
