can't unlock z540 (not z540v)

this one is not vodafone branded (z540v) but can't unlock it !! it's an elisa mob phone i think a swedish phone operator !!!
should i flash it with any flash file then unlock again?
and if yes can i only flash modem part like zv30 or 10 ? or it's not the same thing?

Elisa is a operator in Finland.. Not sweden.. Use latest UMTS sw to unlock phone...
