cant they build many huge electric dam between the Atlantic and Pacific

ocean , next to the Panama Canal ? always wonder ,there is about a 15 feet different between the two oceans. that a lot of power, so cant they build a bunch of huge huge dams to power both the usa and south america?
yea , know the history of building the panama canal was tough ,but bet you the army corp of engineering could do it.
