cant send/receive pics on iphone 3g on tmobile?

i am using a jail broken iphone 3g with my tmobile account and i cant send or receive pictures.. i dont pay for internet service, but on my old phone i used to be able to send and receive pics even though i didnt get internet.... ive seen on my friends iphone that the little camera pictures appears next to th text box in the compose text section but i dont even have that... does any one know why? or what i can do???
