Can't run perl scripts?

My friend made a perl script that you open up in cmd like this cd C:\Perl\bin then "name of file.pl" and whenever i try to run it it just opens the script in my perl editor. I have DzSoft and i have activeperl 5.8.8 I'm not sure whats wrong it always used to work can someone help me? thanks
