cant find bluetooth devices in windows vista basic?

i am very sure that i have bluetooth in my laptop. when i enable bluetooth and go to bluetooth in control panel and try to 'add wireless device' a box opens up which says 'select a wireless device to pair with this computer', but no devices appear in the list for however long i wait, keep computer discoverable and keep device discoverable are both enabled
