can't enter my unlocking codes onto my motorolabackflip mb 300?

i have the unlocking codes for my motorola backflip but i cannot enter them because my phn says emergency calls only. my sim card works . why doesn't the (enter the subsidy numbers )come up? so i am able to enter the numbers.
 
Did you try switching on your Motorola Backflip with a non accepted SIM card.? NOT ACCEPTED SIM card means to use a sim card from a network other than the network your Motorola BackFlip is locked to.
