cant enable chat and mobil devise option theres noplace to select on yahoo mail

classic need some real help!? Im in yahoo mail classic I cant seem to enable chat and mobil devise option theres no place to click on on the left side between attachments and folders how doI enable this option Ive been working on it for 3 hours.....need help! how do I activate or enable this?
