Canadian buying already imported US cars!?

Hello, I asked a smiliar question before but Yahoo! answer does not allow me to reply. so a follow up question here.

If a Canadian buys a vehicle that's already in Canada from an American car broker. The buyer didnot actually import the vehicle, he simply buys an imported product. Does he need to park the car in US for 3 days to clear custom? Do he needs to pay RIV fee? I understand he needs to pass tire inspection, safety and emission test. But is he clear of custom process for import/export? I don't know if this is a loop hole in the law or not. Can an American sell used cars in Canada with out going through custom? Simply drive across the boarder. Is there a regulation on trading or selling "used good" between individuals on the book? Yes, this is exporting good to Canada but this is in ways of not "declaring" selling goods to Canada.
Will the Canadian buyer be able to register the vehicle without custom paper work? Just the Certificate of Title, Clearance of recalls and warrenty. Please advise. Thanks.
