...that extortion? Insurance? I've work for this company for the past 5 1/2 yrs and at the beginning of employment I was getting commission but she was paying me for new and renewals, later I was switch to salary for the past 3yrs cause I was the only agent but because the economy slowed down they want to switch me to commission which is fine with me but can they tell you that they're only going to pay you just new business and not renewals? what about all MY clients that I had written for the past 5yrs can they do that? isn't that extortion?
 
Yes, they can.

You have to look at your contract - do you own your renewals, or do they? If you own your renewals, it's time to move you - and your book - to another agency.

It's VERY common to pay only a small commission for renewals - after all, the point of a producer, is to KEEP PRODUCING. That's your incentive to sell more, more, more.
