Can your civilization be destroyed in Spore? Also are fellow civilizations other people?

Yes, but it is not a "game over" scenario. If your civilization is destroyed you are time-warped back to your last save point and allowed to try again.

Also, you can have as many civilizations as there are colonization universes available (and there are always six ready and waiting to be colonized).
