Yes. If you have a 3 sim card inserted then "3" will deduct 100% of the credit as an admin charge ok
If you have a Vodafone sim card absolutely no deduction is made.
You will however need to unlock the handset if you have not already done so in order to use the vodafone sim card or any other simcard
