Can you use the iPhone as a phone for texting without buying the data plan?

My mom wants to get me an iPhone for Christmas, as I need both a new phone and a new iPod. However, we can't afford to buy the more expensive iPhone (i need 13 gigs of space) and the expensive data plan it comes with. Is it possible to use my existing service plan with the iPhone?
 
Texting is completely seperate from the data plan. The data plan is strictly for Internet useage. You do have to use the Iphone plan though that is more expensive then standard plans. I hope this helps!!
