Can you use Sera Water Conditioner when the fish is in the tank?

Can you use Sera Water Conditioner when the fish is in the tank? Like when the fish is in the tank swimming can you put the conditioner right in? Or do u have to take the fish out first or whatever you need to do with the water conditioner because i just got it today and im new to getting goldfishes.
