I see Bad ESN(?) Android phones on ebay. Could they be used like PDAs or Skype phones, or do they require some sort of activation or contract in general? I would just like something to test android apps on.
Are there cases where the phone will need to be 'activated' before being able to use the android OS on the phone (which would be impossible with a bad esn?) Mostly thinking of the motorola droid if that matters.
