yes, if you just hit it lightly with a fine sand paper first, but I would rather coat it with a shellac based primer to be safe, like a bulls eye brand
We had oil based eggshell paint on our kitchen cabinets. We had them repainted using a latex pain. The painter put on a primer and then the finish coat. It has held up well except it tends to chip on the edges of the shelves and cabinet faces.
