Can you upgrade iphone 3g to iphone 3gs/4 in Philippines?

I was just wondering if you could upgrade an iphone 3g (16gb) to a 3gs or iphone 4 (when it arrives to the philippines)? If fees apply, how much will it cost to upgrade to a 16gb 3gs/4? I got my iphone 3g from my grandparents who got it thru globe platinum privileges(sorry of its wrong spelling). Please answer. Thanks guys!!
